Cuban Missile Crisis. The Soviets saw Kennedy as weak and in over his head after the Bay of Pigs fiasco. Soviets start building missile bases in Cuba. Just south of Florida. Close enough to send a missile into Washington DC, Houston, Chicago, New York City and about 2/3rd of the US. If they worked on their missile tech a little, they could hit San Francisco. It's all about location, location, location
