Anthony because he is a person and is referring to himself, whenever you have a name it needs to be capitalized. His and neighbors should not be capitalize because they are not a business or referring to an exact person. Yes, when saying "his" it is talking about Anthony but the word "his" isn't his name and shouldn't have to be capitalized.
