\[C.\] It’s not really a plural, since you are naming a single decade. And it’s not a possessive, either. A would mean something belonging to the 1990s, and C would be an incorrect way of saying something that belongs to 1990, in which case you would have to leave out the word “the.” You may also want to say “My brother was born in the ‘90s.” That would be correct, because you need an apostrophe when you leave out something; in this case the 19. It’s the same as it’s. You left out the i in is, so you put in an ‘. If you mean belonging to it, you would write its - just like his or hers, it has NO apostrophe.
