i have some examples martin Luther king Jr. used words and television and if we are talking about history well Abraham Lincoln used action by freeing the slaves when they fought

Abraham Lincoln did not plan, or want to free the slaves. If he did, he would of signed the emancipation at the very beginning of the war, an not half way through. Martin Luther King plagiarized much of what he wrote, including his "I have a dream" speech. Neither are good examples in my opinion. How are we defining equality, OP? What aspects of life are we talking about?

Hmm. I'm basing this all on memory, but here goes... Actions: Civil rights movements that countless groups of people have done to support their cause. Riots and boycotts were a major factor that made the government get involved. Like ichiebedich said, Martin Luther King is a famous one. Thre are countless other debates that occurred from people that wanted peaceful riots using words as their factor. Television: Many people started to watch the TV during the 80's and it was a major factor for spreading the word for equality and actions such as boycotting, which moved and made others want to join and group in on acting for equality throughout the nation. News spread so much faster via social media, which influenced bigger groups of people to band together and stand up. People had a voice. Hope I helped...I had to jog my memory for all this. xD

To answer your question; it would be actions. You can say, write, broadcast, etc all the propaganda you like, but unless you put your actions where your mouth is, it won't mean diddly as you are not actually making any legal changes.
