With regard to alcohol use, how was prohibition different from temperance? A Temperance allowed people under 18 to drink alcohol, but prohibition outlawed it. B Temperance allowed for bars to serve certain kinds of alcohol, but prohibition allowed no alcohol. C Temperance meant refraining from alcohol use, and prohibition meant passing laws to prevent it. D Temperance meant women were allowed to consume alcohol, but prohibition meant they were not.

As far as I know the answer is C. Temperance was more of a movement to prevent the consumption of alcohol in excess whereas prohibition meant getting rid of it completely.
