Yeah, I think so. Thomas Jefferson wrote the Declaration to claim that the U.S is an independent country. It is not a colony of Britain anymore. And that is the main point of it.

I think C too because in the Declaration of Independence it says: "...governments are instituted among men, deriving their just powers from the consent of the governed.”
