a relationship is a function if each x value has one and only one corresponding y value
so which of these sets of values has only one of each x value represented?
Actually, you can have x value repeated, if, and only if, it has the same y value each time. However, you cannot have any x value which has more than one y value.

I'm not going to give you the answer. I will tell you how to find it yourself. Those numbers, I'll take letter D as an example: {(–4, 1), (–2, 3), (–1, 1), (–1, 5), (3, 2)} they come in pairs, which are (x,y). D has (-4,1) (-2,3) (-1,1) (-1,5) (3,2) so our x values are -4,-2,-1,-1,3 respectively. Notice that -1 appears twice in the list. Does it have the same y-value each time? If it does not, then this is a relationship but not a function.
So it's C??

okay, what are the corresponding y values? in particular, what are the corresponding y values for the two x values where x is 3?
here are the two I'm talking about: (3,5) (3,2) same x values, but different y values. therefore, NOT a function. C is not the correct answer.
