Q1 to Q3 is 50% of the data, so its range is relevant.
Q1 - (IQR)/2 would define the lowest non outlier
Q3 + (IQR)/2 would define the highest non outlier

the link says use 1.5(IQR) which is greater then (IQR)/2 ... so we should be fine regardelss :)
