I get the part where uv light and ocl reaction is iroreversible so B and D cannot be the option

As you said, B and D cannot be the answer, so it leaves C and A, C cannot be correct as adding a solution.of hydroxide ions would faviur the reaction backwards and more reactants would be produced leaving A as the only option Plus acidifying the solution means more H+ ions would be produce which would react to make more hocl hocl
