Well a garrison means the troops stationed in a fortress or town to defend it. And a citadel means A citadel is the core fortified area of a town or city. It may be a fortress, castle, or fortified center. The term is a diminutive of "city" and thus means "little city" so called because it is a smaller part of the city of which it is the defensive core. and i think you now what the other ones mean..... so which one do you think it is

I think it's B too. "a fortress, typically on high ground, protecting or dominating a city." According to this def it's high and is in a city.
