Distributive is when you have an equation like this 4(5+6)

Because you "distribute" the 4 with the five and with the six and then add them together e.g. 4(5) +4(6)

Well the a + b = b + a is the commutative property where no matter the order, things will always equal the same thing if it's addition or multiplication

The question is just asking if it uses the distributive property. Here is a little chart of properties http://www.regentsprep.org/regents/math/algebra/AN1/properties.htm which one fits the example in the question?
