Hey there.
Outlier is the maximum and minimum acceptable values required for a particular data set.
It is another way of making sure that if a value is input in the set, without any further revise of all number, as soon as you will see a value out of the range, you discard it.
For example, say you want to now the number of elderly people of a certain area.
It has been calculated that the range is from 45 to 78. Any value above or below the maximum and minimum values, respectively, will be discarded, given that the people in that area cannot exceed 78 years, though it is the very highest predictable age for ageing people in that area. That is the nice part in statistics.

For some case, it will increase the range of the data set, if you consider it, as you will be calculating the outliers AFTER the input of values.
Then, you will realize that the outliers enlarged the previous range you had at the beginning.
