The potential energy is zero and the kinetic energy is maximized. Remember an object in motion has kinetic energy and no potential energy at that particular time. The potential energy which the object had gets converted into kinetic energy.
|dw:1435891573359:dw| I think the problem refers to point A. what @rvc said applies to point B, the lowest point in the trajectory (and only if we choose the zero for potential energy there). At point A we can say that the pendulum stops (for an instant), so it is at rest, what do you think would then happen with kinetic energy there?
