The effect of Z effective nuclear charge increases as you go left to right across a period but decreases as you go down a group b.c increasing number of shells means that the Valence electrons aren't as tightly held by nucleus.

I believe Mg would not be it because it has fewer shells hence electrons are held more tightly. Scandium would have a higher Zeff b.c of the addition of another proton as it increases. I think it's strontium,but I think that it has more shells, so the valence electrons, wouldn't be held as tightly. So it's Zeff would be less than Calcium

I agree with @Photon336 as Strontium's valence electrons would be the furthest from the nucleus which in turn would have the weakest nuclear attraction to the valence electrons.
