The ocean currents itself push the debris and garbage to form the "garbage patch" in the first place. These garbage patches can form any where theres moving water ideally due to the pushing and constant pulling of debris in the water-especially the ocean where oh so many manmade and non manmade "garbage" has found its way into the ocean.
