\[CuCl _{2} ---> Cu ^{2+} + 2Cl ^{-}\] it's an electrolyte i believe b/c it dissolves in water. (insoluble in water and non electrolyte can be viewed as the same) so I eliminated both of those. it's either oxidizing or reducing agent.

@cuanchi so i guess based off of that, in the equation Cu is +2 so it has to be reduced, so it's an oxidizing agent. causes oxidation but is itself reduced.
