Well, you could give a limited explanation about the charges of protons and electrons from the quark level. But if you are referring to why proton has a positive charge and electron has a negative charge well there is no reason they are arbitrary

Sure, i guess you can say that a proton has 2 up quarks (each with charge $+\dfrac{2}{3}e$) and a down quark (with charge $-\dfrac{1}{3}e$), and that an electron is a lepton with a -1e charge... but that just raises other questions, like "why do quarks have charges?"
