Okay, ethos- the characteristic spirit of a culture, era, or community as manifested in its beliefs and aspirations. logos-the Word of God, or principle of divine reason and creative order, identified in the Gospel of John with the second person of the Trinity incarnate in Jesus Christ. theme-the subject of a talk, a piece of writing, a person's thoughts, or an exhibition; a topic. purpose-have as one's intention or objective. These are the definitions which should make it easier. Governments long established should not be changed for light... causes. I personally think it's purpose but based on the info choose what you think the answer is.
