Well, let's look at some of the facts here: A federal statute is something that MUST be followed. There are plenty of laws that are fragile, and they are not struck down, so I would Say A is out. Almost ANY law is going to be unpopular somewhere, so that will not matter in the grand scheme of things, so D is out. Using this information, what do you think it is based upon the remaining two answers?
