5m - 3 > 8m + 21 -- subtract 5m from both sides
-3 > 8m - 5m + 21 -- subtract 21 from both sides
-21 - 3 > 8m - 5m -- combine like terms
-24 > 3m -- divide both sides by 3
-24/3 > m
- 8 > m or m < -8

so if m is less then -8....then the greatest possible value for m is -7
