"The powers not delegated to the US by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people." This basically means that if a power isn't already assigned to the federal government (through the constitution), and if the power isn't prohibited (by the constitution or the federal government), then the power is reserved to the states. Any power not delegated to the national government is reserved for the state government.
