A. Taking pictures can act as a guide in this study but obviously you can't exactly take measurements from it, it's sort of vague and not at all scientific

B. By sampling after only, you have nothing to compare against. All you know is what the sort of organisms were found in the river after the event had occurred - not enough information to gauge the effect the overflow had.

C. In this case you have some solid data collected in the form of measurements, from both before and after the event has occurred. Not only can you now compare the data but you have some solid numbers to compare against

D. Now while this one will give both, some solid numerical data and a view of before and after, the question explicitly states that the scientists wishes to determine the effect on the rivers ecological community. This means he wishes to compare the effect the water flow had on the living things in the region and not how high or low the water got during the flooding i.e. he wants to k now if perhaps some organisms got washed away or some other organisms that weren't already present in that river locality have been washed down from other regions in the river etc. So no, I would definitely not go by D
