can a body be in pure translational as well as pure rotation???

no, it can not happen as pure translational means no rotational motion and vice versa.

Pure translation means : velocities of all points are equal Pure rotation means : at least one point has zero velocity Combining both implies : all points have zero velocity, hence the only possible 'motion' being both a translation and a rotation is rest itself.

But nothing is absolute ,you have known that it depends on observer or frame of reference in which motion is described
