Take her gross income and subtract her exemption of 8200. The number you get is what she needs to pay tax on. Find that value in the white tax bracket given in the table then read to the right and the value in the 'single' column will be the amount of tax she needs to pay.

Should be 2301 for the question in your original post. This doesn't match the question on the bottom of the table you attached though. You know that, right?
