Buffer Solutions Question

Volumes of 1.0 M HCl and 1.0M triethanolamine required to prepare 1.0L of biffer that has a pH of 7.76 and is 0.020 M in both triethanolanmine and triethanolammonium ion?

First of all, not sure why you wrote buffer solution question since this really isn't a buffer solution question, triethanolamide (TEA) is a strong base and HCl is a strong acid. So, you have a strong acid reacting with a strong base. and buffer solutions are weak acids/bases. strong acid/bases don't work as buffers because they donate/accept protons quite well, and thus are not resistant to shifting the equilibrium that would occur with a weak acid/base and it's conjugate acid/base.
