Alright. First of all, the protons and nucleus are essentially the ''center'' of an element. They are the farthest away when a collision with another element happens. Therefore, they won't have the biggest impact on how they will react on other atoms. A and D are eliminated. Meaning, based on the other answer choices left, ELECTRONS will determine how an atom reacts with other atoms. In science, valence electrons are the electrons contained in the OUTERMOST, or valence, electron shell of an atom. The electrons that are in the INNER shells are called core electrons. These ''inner'' electrons are very close to the protons and neutrons. The valence electrons are farther out. Hint: Valency determine how many electrons will the atom give to take-in to become STABLE. What should the answer be? I will give you a better explanation once you get the answer. :)

Valence electrons are important in determining how an element reacts chemically with other elements: The fewer valence electrons an atom holds, the less stable it becomes and the more likely it is to react. This is why Group 1 (alkali metals like lithium, sodium, potassium, and others) are some of the most reactive elements in the periodic table. :D
