"The Great Compromise settled the method of representation in the legislative branch (the US Congress). Small states wanted equal representation (equality by state), and large states wanted representation based on population (equality by vote). Under the compromise, all states were represented equally in the Senate. This made the smaller states happy. In the House of Representatives, representation was based on population. This pleased the bigger states."

I believe it should be C. There would be a two-house legislature: one house based on state population and the other with equal representation.

The Great Compromise solved the issue of representation in the legislature by dividing Congress into two houses. The Senate and the House of Representatives. It settled it because the states were arguing over how they should have representation in Congress. The larger states wanted it based on population and the smaller states wanted the same number for each state. Thus, the Great Compromise. In the Senate each state has two representatives and in the House of Representatives representation is based on population.
