\[24\times(-\frac{ 1 }{4 })\div(-3)= 24\times(-\frac{ 1 }{ 4 })\times(\frac{ 1 }{ -3 })\\=24\times \frac{ 1 }{ 12 }= \frac{ 24 }{ 12 }= 2\]

you can divide 24 by -3, which gives you -8, and then you'd have \[-\frac{ 8 }{ 1 } \times-\frac{ 1 }{ 4 }\] multiplying you get 8/4 = 2.
