I think it's the last one. The format I was taught was that x is added to the vertical shift, as in vertical shift coming in order first. But changing the order when talking about adding doesn't change anything in the answer.

Sorry it's the second one. Because it's 15 units 'down'; I got confused and thought it was horizontal shift, since that one is where you have to be particular with the sign.
