ok her's how I got it because plates are moving this causes motion and earthquaks through a subduction zone (where 1 plate goes under another ) it causes a deep foci that generally occurs in island arcs and deep ocean trenches

because it is not able to go through liquids so its just underneath the sea ground

True. Have you ever heard of ocean volcanoes? If so, you must know that it can be such thing as under water earth quakes. Tectonic plates are EVERYWHERE. It can be above or below water. There are transform boundaries under water too. Plates that are able to slide past one another along what they call a 'transform boundary.' This can easily happen under water.
