because i believe congruent diaganols doesn't necessarily mean that all four sides are equal or congruent and the sides must be congruent for it to be a rhombus. You get what I'm saying?

yes, a rhombus has 4 congruent sides if you have congruent diagonals, then you have a rectangle. You need to have those diagonals perpendicular for it to also be a rhombus (and it's also a square at this point). So A isn't correct

basically you could have congruent diagonals and there is a possiblity that the sides would not be parallel, hence no rhombus|dw:1452913347643:dw| the drawing isn't accurate but assume the diagonals are the same. Are the sides parallel? no.
