I would want to change "has" to "have" but we're not allowed to change the tense of the verbs, so I'm a little confused.
Is "all" an indefinite pronoun?

or would "he or she" be?
How about "he" or "she"? Maybe they're definite pronouns and we can change them?

or should I just get rid of the "has"
If we can't change "all", "he", or "she", we can't fix this one. If we can change "All" to "Each of" and change "follow" to "follows", we might be done.
