I usually characterize stable as the system wouldn't (rapidly) charge over time left to it self. Using this definition you can talk about stability in terms of free energy and kinetics. The definition is a little flawed as by my definition you could argue a diamond is not stable, as the free energy of it transforming into graphite is negative thereby being a spontaneous process.

Visually you can also talk about stability of a state by looking at energy minima.
