Why is participating in a group a powerful way for a person to influence government? Voting has no effect unless people in a group agree to vote for the same people. It is more fun to participate in government when you are working with others. Individuals cannot have any influence on government unless as part of a group. Elected officials are more likely to respond to issues that have many supporters.

Well, think of it this way: If one person wants the government to change a certain way, the government isn't going to change just because that one person thought it was a good idea. However, if a large group of people all agree for the same idea of change, the government is going to see that and see that all of these people are agreeing. This will make the change more likely to be put in place. Does that make sense?
kind of
Say you are an Elected Official. One person comes up to you and says that "the government needs to change in this way." You're not going to respond to that issue because it's only the opinion of one person. Now, say a huge group of people who have a lot of supporters are all fighting for a certain change to take place. You're going to be more likely to try to fix this issue, aren't you?
yes
So do you see the answer to your question?
lol not yet
So compare what I said to your choices. Large group fighting for the same issue, many supporters, Elected Official is more likely to fix the issue. Which choice matches that?
Elected officials are more likely to respond to issues that have many supporters.
You've got it. :)
