With question 23 I'd say substitute appropriate values for x and y
C = 5x -y
so that
x>=0
y>=5
and x+y <= 12

y can be 5, 6, 7, 8, 9 10
x+y <= 12
This limits your choices for x and y since their total must be 12 or less than 12
