The second may or may not be correct. The expression is ambiguous, and both A or B may be correct.

The first one is definitely incorrect. The verb "is" is not in the phrase, so this is not an inequality. "y is less than 21" translates into y < 21 as you chose. The phrase is simply "y less than 21" That is 21 - y
