10^-3 is just divide the number by 10 three times or divide by 1000. so 3.45/10 = 0.345, and you have to divide it by 10 two more times
I'd suggest you define for yourself and the rest of us what a number "in standard form" looks like. Do you mean Engineering notation? If not, what? Once you've defined the standard you're going to use, re-writing the given number should be straightforward.
Just write 3.45 x 10^-3 as 0003.45 x 10^-3 You see the exponent is -3 so you have to shift the decimal 3 positions to the left.
By the way, if you want to express "exponentiation" properly, learn how to present negative exponents: \[3.45 x 10^{^{-3}}\]
