That's alright. Well, specifically you cant make a petition about "every problem" in the state, but citizens can attempt to fix some of them one at a time. So the last one couldn't be it. Ideal candidates? no, it doesn't work that way at all because people choose that themselves if they want to run for anything. SO that leaves you with 2 and 3. What are you thinking now?

a recall would require an election. while a law needs a petition.

A petition would be required to start the recall process too. They key to understanding this question is the term "initiative process." In the early 1900s, states formalized the process so that citizens could initiate changes to the law.
