The League of Nations was very unpopular. The Senate did not approve it and we never officially joined. Americans did not want to fight in WWI and finally got in when Woodrow Wilson convinced enough people that it was a one time War to End All Wars. The LoN was a Wilson thing. Americans generally felt that he had unnecessarily got us into a terrible war. Americans came back crippled and sick from exposure to mustard gas and other horrible things. That's why many Americans did not like the LoN. It was another President Wilson trick to get us into the next war. The Constitution of the United States outlines how USA will declare war. We don't like anybody else telling our troops that they have to go fight somewhere. The LoN document in the cartoon is depicted as forcing the Constitution someplace it doesn't want to go. You should be able to match up the symbolism there. And you should be able to figure out which group of Americans agreed with the cartoon. (Hint: it wasn't the people who agreed with Wilson.)

So the paper is a symbol for the actual document. You can answer by saying just that. One paper is a symbol of the US Constitution The other paper is a symbol for the Leauge of Nations Covenant
