B isn't discussing HOW separation is present, the bill of rights is modifying: *The peoples right, and or natural rights. So, @MinhaBake you are incorrect. A person's individual rights can be benefited from separation of powers (showing that no branch in the government is stronger than the other, which overthrows and limits peoples right instead the government itself), however, that is NOT in this case. It says it clearly. No clarification in this POINT. Bill of rights modifies the individual’s right. Opposed to the separation of branches. Where does B answer the question? Exactly, it doesn't.
