A major arc is more than half a circle. A minor arc is less than half circle.

The endpoints of a diameter are endpoints of two arcs. Those two arcs are semicircles. Each semicircle is exactly half of a circle. In this case there is no major arc and no minor arc. For any two points that are on a circle that are not endpoints of a diameter, the longer arc that has those two points as endpoints is a major arc and the shorter arc is a minor arc.
