That would be the maximum area, however, it would not make a rectangle, it would make a trapezoid.

I'm not entirely sure. Only A would make a rectangle by using the entirety of the garden wall; the others could make a rectangle, but parts of the garden wall would be hanging off to the side. I'd wait to see if anyone else can explain this.

Honestly, I think that the answer key is wrong. C and D obviously can't be the answer, they add up to more than 26 meters. That leaves A and B, but B would be a trapezoid, so it is also invalid.
