well theres 52 cards in a deck correct? now lets add up all the hearts and 2's that equals 13 hearts plus 3 hearts (other then the 2 of hearts) , that comes to 16/52 simplify it and that gives you 4/13 which is equal to 0.30769 ... so answer C is correct :D

on a die theres 6 possible outcomes . you want less then three so thats 2/6 simplify . thats 1/3 ... now theres only 2 sides on a coin so thats 1/2 .. add them up .. (also know as multiply them) and you get 1/6 as your answer!
