A. A country signs a treaty to obtain oil from its neighbor, resulting in both countries earning huge amounts of money.

That's what were looking for here. We are looking for an adverse effect. A blowback is something that was intended for good but had a horrible effect. Let's think it through together, Okay? a.) resulting in both countries earning huge amounts of money-Seems pretty positive to me. c.) leading many citizens to practice a religion they did not choose.-That was the intent of the original action. So positive. D.) allowing it to capture and occupy key cities.-Again, this was the intent of the original action. Capturing key locations is positive when you are invading. So once again, Which one is NEGATIVELY effected by the initial action.
