Simply put, Understanding. Countries are ran by politicians, not computer technicians. This means the laws are always playing "catch-up". Laws rarely, if ever, get ahead of technology. This problem is exasperated by developing nations that have more pressing issues than whom stole someones music. Now, how do you put someone in jail for stealing music if you have no laws that even remotely apply to stealing digital content. After all, stealing music is not really stealing, it is pirating. Stealing involves taking something from someone that leaves them without. Pirating is simply making a copy of something without permission from the person that originally made it. While this might sound like a trivial difference, it is indeed quite a large difference when standing before a judge.
