I would have to say C....because KINDS is plural, therefore, the verb needs to be plural...and ARE is a plural verb.

A: It would be need; even though trees are plural, it would be ACTUALLY need. For a single person, it would be needs most likely. I know, a bit reversed huh! So, A would be incorrect. ;) Example: Amelia needs to go to the store for more pots. B: Hmm, tricky one, however, it would be WAS! Any guesses on why that is? *cricket, cricket* Guess not. Well; lets just use the best and number one grammar tool. Saying it out loud. What sounds better? Pack of wolves WAS spotted? Or Pack of wolves WERE spotted? It seems as WAS possesses the upper hand! C: This; would be correct. "Kinds" agrees with "Are". If it was "Is" it would be "KIND", Example: My favorite kind of dog is the Yorkshire terrier. My favorite kinds of food are pizza, rice, and fries. D: Now, this seems a bit ODD? Don't you think ;)? Do we really need to put a 's' behind pay? Doesn't it seem unneeded? In some items, 's' isn't needed at the end of verbs. Some would be improper. Like A. Example: All the statues in the world must needs polishing to remain shiny. Does needs need that 's'? I don't think so! Get it now? @"lol" ?
