Sorry wrong explanation.....since 1.0 is the decimal form of 100% and .4 is the decimal form of 40% we would simply add both decimal form and multiply that by 2 to get how many tsp would be used for the recipe... \(\Huge{.4+1.0=1.4 \rightarrow 1.4 \times 2}\) Do you understand my explanation?

We do this becuase 100% which is the entire recipe and 40% is how much more we want to add to the recipe....in which we would add these to get 140% which how much of the recipe we want to make...
