I don't understand the answer .couldn't the brick also be travelling at a constant velocity?

There are two types of friction one is kinetic and static. When a object is not moving then its static friction when moving its kinetic friction. Your answer said prevent motion which means its static friction. In static friction there is no motion so velocity is 0 because it is not changing position with respect to time. If kinetic friction it cane be constant velocity if the force applied is equal of kinetic friction so there won't be any kind of accelerations.

@snowsurf and @faiqraees, yes I understand that there will not be acceleration but how about constant velocity? techincally it could still be moving, just not accelerating?

Yes you're right. Constant velocity means zero acceleration. So after reaching zero acceleration the friction force is completely cancelled out by force F so there is no change in velocity

yup sorry. My confusion is basically this (partly answered already but still confused) If the friction balances the force F right, it could be moving at a constant velocity. So why must it NOT be balanced?

If it's moving at constant velocity, the forces are balanced.

Force = mass x acceleration So if the acceleration is 0, the forces are balanced. Velocity can be anything.
