thats kind of what a compass looks like

well then that's essentially a protractor and will tell you what angles to write at and it's also kind of like a "straight edge" except for arcs

But why does it work instead of using something like geogebra?

yeah, you can use that to draw perfect arcs like you can use a ruler for straight edges
