People who live at higher altitudes, sometimes it can be harder for them to breath because oxygen stays the same but the atmospheric pressure decreases. Usually we need 760 mm Hg to breath normally. People who visit higher altitudes sometimes get this sickness called "high altitude sickness" Poor ventilated room means less oxygen can't be good. Strenuous exercising can cause oxygen debt, which we gain it back when we rest. hyperventilating happens because our body tells us that we don't have enough oxygen in our body, but we lost excess carbon dioxide, which can't be good, our body needs carbon dioxide just as much as oxygen to keep up with the pH of blood and everything else.
